I use seriesguide mostly on my tablet, sometimes on my phone. If I completely remove a show on my tablet, it’s still available on my phone, even after syncing.
A bug?
This is by design (I assume you are using SeriesGuide Cloud). The assumption is that you may want to track a show on one device, but not on another. So Cloud never automatically removes a show, only adds them automatically.

If I delete it on one device, it’s removed from seriesguide cloud I guess?
It is just marked as do not auto-add. The show and episode watched/collected data stays on Cloud. Once you add the show again it is marked as auto-add again.
